I've done both...Depending on the wood, I do either a light coat of BLO or Tung oil, let it soak for about 10 min, then wipe it off. Let it dry for about 3 days (periodically buffing with paper towels), then start applying CA.

...BTW...I've done several, but I'll never do a CA finish again...
